I have a budget of $15,000 but I really want a car that’s very fuel efficient because my friends are always complaining about how much money they spend on gas. What is a list of cars that fit this bill? Thanks for any help.

Hey everyone, I'm buying a car for the first time since 2015, and I could use some help. My new job means I'll be commuting 45 minutes each way, mostly on the highway. I live in New England, and I need to buy this car by September 1. The commute will put 15K miles on the car per year, plus trips.
I'm looking for 1) 40+ MPG on the highway and 2) reliability. I would love manual transmission, but wouldn't prioritize it over the other two criteria. I know it's going to be a balance between the age of the car, the mileage, and the individual car history, but...
What are some make/model/year recommendations? Questions I should ask when I'm looking at used cars? Any other thoughts? Thanks!!
My budget: $10K would be great, but I could do up to $15K for a car that got excellent MPG or was a lot newer/lower mileage than the others. (I also posted a related question on r/usedcars.)

I previously drove a 2009 Acura MDX and put 195k on it before it started having issues. My dad is a car guy and (for some reason) recommends the 2014 Chevy Volt- LOL. My campus doesn’t have charging stations and the tank on it is only 9 gal. Would love some recommendations!
