I mean i can use them online but can't claim in game.

You claim shift codes through gearbox's shift portal, you link your playstation account to shift.

There's a bug on the PS5 version. I have run into it as well. You have to restart the game, and then go to the Shift menu and redeem the Shift code. After some time, the game forgets it's connected to Shift. Or you can link your account and enter it on the webpage. For some reason I can't and therefore forced to enter them via the console.
