Android Canon Print can not find printer, tested on two devices (Windows = OK, Apple iPad = OK)

It seems even after uninstalling the app it still prompts to run Data Conversion Service

Apple iPad can print via operating system and can scan via Canon Print app fine:

Android Print service can find my printer, but the Canon Print app can NOT find my printer:

I tested two devices, an Android 4.4 tablet and an Android 10 mobile device. This is FRUSTRATING as hell. I logged in on the web control panel of the printer (via the IP) and all settings are at their defaults.

SNMP disabled: this should not affect printing or scanning
IPSec disabled: this security protocol is not active on LAN
