That is, the ratio times the base clock = speed in GHz. 12 gen Intel cpus have performance and efficiency cores, that setting labeled “performance core ratio” only applies to the performance cores, and NOT the efficiency cores. The efficiency cores may or may not have their own setting. “Synch All cores” means you want to apply the overclock to all performance cores, wether or not they are doing anything. If you leave it set to “auto”, the the cores will max out at their “max turbo boost” speed, IF they are doing something, AND the temps are low (below 80c, I think). If you are unfamiliar with overclocking, I’d suggest you set these settings to “auto”, and “auto”, respectively, and the cpu will boost and lower its speed automatically, saving power when you’re watching YouTube, and burning down the house when you’re playing cyberpunk. Sounds like one of those multicore 'enhancement' overclocks that motherboard manufacturers starting applying by default without mentioning it. What does your CPU frequency hit under load in both those situations?

The stock clocks only allow max boost on one or two cores at a time. Most motherboards will allow the CPU to clock max boost on all cores simultaneously for unlocked CPUs. The setting you are changing most likely allows a slightly higher boost frequency when many cores are activated simultaneously.

I have an i5-12400 paired with an ASUS Prime B660-plus motherboard. I was looking at the CPU options, and there is something called the "Performance Core Ratio". The options I can select are "auto" and "sync all cores". If I choose the "sync all cores" option, will that mean that the CPU can run at 4.4 GHz on ALL cores (instead of 4.0 GHz when all cores are utilized)?
Also, the PL1 and PL2 are 165w and 255w.

I think Perfomanse Core Ratio is used to to force all cores to same lowest frequency. But Turbo core boost just works on single Highest Threads.
