16 and wanting a debit card
I work at a bank, and at mine you can get an account but there has to be someone 18 or older on it as well. Since banks are federally regulated I assume most would have a similar rule. However, there is no rule that says it has to be a parent either. Otherwise there are all sorts of programs like Greenlight where you can have your own account and card but the adult sets it up etc. More on reddit.com
