@Rick0167 I'm glad you got it working. Bad batteries have thrown error codes before that are either off-track or erroneous and have nothing to do with anything.

Thanks for the help and replies Found the date/year (Oct 2018) stamped into the chassis. Will pick up a battery in the next day or two and try resetting the CMOS, hopefully its not the motherboard. The only other things I can think of is I did have some problems with this PC when trying to install a M.2 SSD. See https://www.dell.com/community/en/conversations/optiplex-desktops/help-think-i-broke-my-computer/647fa20ef4ccf8a8de7716f8 If memory serves me right there was a little spacer that goes between the M.2 SSD and the motherboard that was missing so I used a small brass nut of the same size to act as a spacer before fastening the SSD to the motherboard. Maybe this could be causing the error code?

Hi Eddysam, If the power button is showing solid amber, then power supply unit is fine but the motherboard is not able to process the data, which mean motherboard is able to distribute the power but cannot process data. On the front panel, you will see diagnostics led's 1,2,3,4. What is the status of these? Hi twd1987, I’d suggest that you follow the steps mentioned below and check if the system switches ON. Switch off the computer. Disconnect the power cable from the wall. Press and hold down the power button for 15 seconds. Then connect back all the peripherals and check if the system switches ON. If the system is able to boot up after performing the above steps then I would suggest that you run the diagnostics on the computer by following the steps mentioned below and check if there is any issue with the hardware on your system. Turn on or restart the computer. Immediately at the Dell logo screen, starting tapping the key once a second until the One Time Boot menu appears (if the computer boots to Windows turn the computer off and try again). At the One Time Boot menu, press the arrow key to highlight Diagnostics, PSA+ or Enter ePSA, then press to begin the hardware Diagnostics. Write down any error codes listed. Reply to us with the error codes. Dell Optiplex 755 comes with diagnostic indicators. If the computer is not starting up you can refer to the diagnostic indicators. Blinking Amber on optiplex 755 indicates ‘The power supply is receiving power from the source but is unable to properly distribute it to the components’. Also, I’d like to know the status of the diagnostic LEDs (1 2 3 4) which are located on the front of the chassis between the headphone and USB connectors, depending on the chassis.These diagnostic indicators are only active and visible during the POST process. Once the operating system starts to load, they turn off and are no longer visible. As I see that you have replaced the system with a known good power supply then it should be an issue with the system board.

My solution was to replace the motherboard. No idea how to reflash the bios if, indeed, that was the problem.

Dell Optiplex 790 SFF has started power-cycling as soon as you plug the power cord, the power button "1" and "3" icons flash amber, I know that this should be a RAM issue but I don't think that's the case.
I've disconnected the internal PSU as it was emitting a loud whining noise and connected an external known-working PSU and the PC still turns on by itself with the 3 amber lights but the power-cycling disapperead, now the PC stays on as soon as you plug it in or flip the PSU switch.
I've unplugged power and data to all disks, removed GPU, removed CMOS battery, tested all ram slots with all ram sticks individually and nothing has changed.
I've then removed the CPU heatsink and when the system turns on by itself I can't feel any heat on the CPU heat spreader, reseating the CPU also did nothing, from a visual inspection there are no bent pins or burned components on the motherboard, I'm thinking that It's a motherboard and possibly PSU issue, maybe the PSU went bad and took the motherboard with it.
Any suggestions?

Your troubleshooting and cause makes sense. However with this old of a system, is it really worth replacing parts.

One anecdotal report of failed CMOS battery caused the 1 & 3 error. In my 30yrs of IT, including dozens of this model Dell, it’s RAM. Put everything back: especially the CPU heatsink and fan connections, replace CMOS battery, and set date/time and BIOS settings. Leave the RAM sticks out. You should get 1 & 3 lit. Any other light codes should be troubleshot as you may have an additional failure.

Swapped out the PSU with a known working one, upon plugging in the pwr cable, the pwr button back-lit GREEN and there were no longer any numeric codes blinking. Initiated a boot cycle but INTO Setup, confirmed drives are showing up, memory as well. Booted again, F12, into on-board diags, and everything passes the quick test. Might suggest the blinking 1 & 3 could have been residual effect from the failed PSU to begin with. Looks like blinking Amber pwr button supersedes the diagnostic numeric codes, at least until you remedy the power supply unit.

Dell Diagnostic Indicators According to the diagnostic indicators, lights 1 & 3 indicate a RAM problem. Blinking orange power light indicates a failing or failed PSU. I had a RAM problem with my 755 last year. Lights 1 & 3 lit up and power button light was a steady orange. How's the CMOS battery? A low battery can cause all sorts of bizarre problems. Replacement to rule it out is cheap. I'd try reseating RAM chips one at time, starting with no RAM. See if the error repeats. Remember to unplug power cord in between reaseating chips. If the error remains unchanged, I'd have to suspect the PSU. One of our other Rockstars or experts might chime in too. The light combo you had I don't believe is normally one seen together. You may also use the 'Get Help Now' option at the bottom right to chat with a Dell technician right away.
