When I try to schedule an appointment at the dmv there’s no option to register a new vehicle. Anyone know if I can just show up in the morning or are appointments still required?

Hi! I am moving to Colorado on the 15th so I am currently setting up the appointments for a new license and vehicle registration. The earliest appointment at all the DMV's are September 18th at the earliest but it states that I need to get a license within 30 days? My move-in date is technically the 1st of August. Is there someone I contact about this, will I get in trouble or charged late fees even though I can't set it up within 30 days? Will i get taken to jail if I am driving before the new license or registration?
Also my vehicle registration from Oregon expires in August on the 17th so I need to get a license and register the car but will I not be able to until after September 18th? I can't afford to not drive my car to get to work for over a month - month and a half so I don't know what to do in regards to this situation.
If anyone has any advice I would really appreciate it, thank you!
Moving back when my lease ends in November. Got my new addy courtesy of a friend and wanted to get me license on a visit back this weekend.. totally forgot it's all appointment these days!!
Do any of them do standby lines for no-shows? I've got all my stuff just really need a new ID to show my new CO employer before I totally get back ~Nov.
