There’s supposed to be a pin that sticks through that with a screw and washer on it. The pin is long enough that you chuck it in the Dremel while coming out the other side of the rubber. Remove the screw and washer to put the sanding pad on. Once on, put in the screw and washer. As you tighten, the rubber will compress and squeeze outward applying a clamping force to the inside of the sanding pad.

August 29, 2022 - When I use a harbor freight brand ones, I can burn right through them in 5 mins or less. Less usually. But Dremel BRAND sanding drums, will last me for DAYS sometimes. And I use dremels non stop. Like literally can burn one out in a day if I use it hard enough.
