You could always do a rolled 'ice box' or pinwheel style sugar cookie with pumpkins inside or ghosts (like the Pillsbury ones) but home made. I did penguins last Christmas that were a hit. If you have a good sugar cookie dough recipe then you just need food colouring and the how to make put pumpkin' in a sugar cookie recipe I think like 4 long orange ovals and a rectangle green stem and then the outer white is all you need. There's tons online to make all different shapes. You could also do like a double chocolate cookie base with a Hershey's kiss on-top the chocolate on chocolate could be like a witches hat. You start with a sugar cookie recipe that requires forming the dough into a log, chilling it, and slicing it. After the dough has come together, separate a portion to color whatever color you want the ghost or pumpkin to be. Then, roll the colored dough out. You can keep it pretty thick (as thuck as your cookie cutter). Use a cookie cutter to cut the shape you want in the center or the cookie and stack then cut outs on top of one another. Now, go back to your plain dough and form it around your stack of colored dough. You might need to roll thin logs to fit on either side of the pumpkin stem or you may opt to roll the dough out and wrap it around the whole stack. Basically, you need to fill in all the gaps around the colored dough and end up with a single log of cookie dough to chill. After chilling you slice and bake. Could look into making colored shortbread/ sugar dough make the candy corn colors, shape it into a triangular log and do slice and bake style. That seems to be cute but also easy without icing
