I've been buying cards and lately they've been sent with "ESUS" tracking numbers. They're all sent from within the US. They always say "Delivered" but they're never delivered that day. They don't say delivered to my address but just to my zip code.
Usually they show a day later, but I had an order that said delivered on Wednesday and it's still not here. What can I do? I have no clue what carrier to contact because it's so vague with the tracking number.

I just contacted the seller because googling this issue came up with nothing. I got an email saying my package arrived. It did not. I contact seller, they say this happens all the time due to EBAY DOING THE SHIPPING. But when I google 'does Ebay ship for sellers,' the answer was an emphatic. NO.
Why is this Ebay policy (if you even know) to deceive the recipient? And is there any way to tell if an item I'd like to buy will be shipped by Ebay (in which case I would choose not to buy it.). ?

eBay delivery services(ESUS) is how people cheaply send things through envelopes. It’s up to the usps sorting facilities to scan your envelope, often times they fail to do so resulting in poor tracking. When an ESUS package is marked as delivered it can mean a few things, your envelope arrived at its destined location or it has arrived at your local post office in preparation for delivery. Poor tracking is the cost for cheap shipping, nor ebay or the seller has the power to do anything once it’s shipped unless you want to contact your local post master to locate your envelope and see if it has arrived locally.
