And have you installed the 32-bit JRE in ADDITION TO 64-bit? That error is referring specifically to the 32-bit JRE. Both are required.

Why do I need the 32 bit and the 64 bit version of java for the 64 bit version of eclipse?
Because there are parts of the environment that still rely on 32-bit being present. If the installation requires it then you have no option but to install it.
