I filed federal taxes through the IRS Free File Fillable Forms. However I need to file Ohio taxes. It's my first year so they don't allow me to file through their online site. I could just print and mail, but I hope to not have to pay for the shipping. Where would you guys suggest I go to file only state taxes and for free? I have a very simple return and I'm doing it only to get money back.
Edited: If I do end up mailing, if most of the Ohio schedules are blank or have zeros do I have to include them?

I don't think there is any home-use tax software that will allow you to file a state return without also filing a federal return. (I think this is for fraud prevention.) Normally the recommendation would be to use your state's website, but it sounds like you've already tried that. So the only remaining option is to file by mail. I'm really not sure why you're concerned about the cost. It's probably only 63¢ for a simple return. Unless Ohio is very unusual, you only include the pages you need.
