There is no right combination of settings.

The Google Photos upload checkbox (in the Backup and Sync preferences) is a blanket toggle: it affects all the selected local backup/sync folders. So if you want to backup Drive-only files, you need to leave it unchecked and continue manually uploading your images to the Photos app.

As of yet, the B&S client does not allow fine-grained control of what gets uploaded into Photos. Also for backups, be reminded that Photos has limitations on file types and min/max sizes.


Workaround

As a workaround for periodic backups to Photos, you can try the following:

  1. (Make sure you don't have Drive and Photos synced with any of the 2 separate settings you mentioned)
  2. Open Backup & Sync Preferences → [your device]
  3. For "Removing item", select "Don't remove items everywhere".

  4. Select only the folder(s) you want to back up to Photos

  5. Select the "Upload newly added photos [...]" checkbox under the Google Photos Heading. Wait for everything to back up.
  6. Uncheck the checkbox under Google Photos again.
  7. Uncheck your images folder and re-check your Drive-only folders.

As a side-effect to using B&S, you also retain the images in your Google Drive. But they are linked invisibly to Photos, so:

  • they don't eat drive quota (if HQ setting was chosen), and
  • deleting them will also remove them from your Photos library.

Galaxy Z Fold 2. Previously I had to open Google Photos to make them appear in photos.google.com on my computer, did that on Jan 21, this is the last photo synced, but now not even that works.

I have a phone assigned to a google account, I take photos on with the default app on the phone. They should appear on either Drive or Photos on desktop seconds after connecting to Wifi...

I've given all permissions there are.

This worked perfectly with DropBox, but they filled up my Dropbox. What's wrong with the Google Photos app.

When photos are not seen on https://photos.google.com/ the photos may not be uploaded, or uploaded to another account: The Google Photos app on mobile devices also acts as a viewer for the photos on your device. The fact that you see them in Google Photos on the phone does not mean that they are uploaded to Google Photos. Check in the mobile app under Settings > Backup and sync whether Backup & sync is turned ON for the account you are signed in to on the computer. If you have more than one account, you can be signed in on the mobile app to account 1 but Backup & sync can be set to upload to account 2. The photos may be in a folder on the phone that is not set to "Sync". Go to "Settings" > Backup & Sync > Device folders ... and select the folder(s) you want to sync. Finally there may be various other reasons why photos are not uploaded, or not immediately. You can upload photos manually: by selecting them > 3-dots > Back up now. by adding them to an album Already uploaded photos will not be uploaded again Check these settings in your mobile device and come back (only) if none of the above solves the issue.

You can't with Google Photos ever since Google took away the ability for Google Photos to be reflected in Google Drive. You can use a free solution like SyncThing on both and have it set to sync one way, so that when you or Google Photos delete photos automatically from your phone when it's running out of storage, it doesn't delete them on your computer.
