There is a US$25 one-time registration fee that you can pay using either a debit card or credit card. The cards which are accepted by Google Play Console are Visa, American Express, Mastercard, etc. but prepaid cards are not accepted depending on where you are (location).
Go ahead and register using this link Google Developer Console Link and yes you can use you brother's card for as long as its part of those accepted.

I've created more than 30 accounts for my clients. It used to take up to 2 days for the account to be activated.
But, these days (since COVID-19) it may take more time, sometimes up to 7 days.
Some countries will require more time to verify the address of the developer, other countries doe not require to verify address.
When you choose developer name at the beginning, you may be asked for ID verification (source) and this could take up to 1 month.
Note: To process your request for a Play Developer account you may be asked for a valid government ID and a credit card, both under your legal name. If this information is determined to be invalid, your registration fee will not be refunded.
Also -from my experience- I've notice that the first app in the account will always take more time than updates or second app, it usually take from 2-7 days.
I'm currently facing a challenge with my Google Play developer account and am looking for practical solutions. I have a developer account set up as an organization, for which I've paid the $25 registration fee. However, I mistakenly set up the associated payments profile as an 'individual' instead of an 'organization'.
Upon reaching out to Google support, I was informed that a linked Play Console and payments profile can't be unlinked or altered. Their suggested solution is to create a new developer account, pay another registration fee, and transfer any existing apps to this new account.
Given the impracticality of closing my current developer account, transferring apps, and recreating a new account just for this issue, I am seeking alternative solutions. Here are my specific questions:
Is there any known workaround or alternative method within Google's policy framework that would allow for changing the payment profile type from individual to organization without needing to create a new developer account?
Has anyone successfully addressed a similar issue without having to go through the process of account recreation and app transfer?
Are there any potential risks or limitations I should be aware of if I continue operating with the payment profile set as 'individual' for an organization's developer account?
What practical steps can I take to minimize any negative impact this situation may have on my business operations or app development process?
Any advice or shared experiences from those who have navigated similar issues or have a deep understanding of Google Play policies would be extremely valuable.
