One of the pitfalls of having the additional recovery methods set up is that the recovery system may ask for several of them, as part of maximizing protection of your account. So if you’ve lost your codes you set, or access, you can be in big trouble. Suggest waiting a full week with no login attempts, to let any security flags clear, and see if account recovery is more forgiving. I recently went through a whole drill to make sure I have a plan if my phone gets lost, broken or reset, i.e. backup seeds for my authenticator app, different 2FA for Bitwarden, Google, etc. More on reddit.com

The "Too Many Failed Attempts” message can happen when you “spam” the recovery system with too many failed recovery attempts. You'll have to wait at least a week before trying again. Don’t make any recovery attempts during this time as that may just reset the timer. But that won't help unless you can provide more, or more accurate answers to the questions asked. Providing the same information that didn't work the last dozen times won't work the next time either. I recently factory reset my phone and now I cannot login into my google account. The account was working in only one device that is the phone which i factory reset. I had two step verification on my account. I did not add any recovery email and didn't save the backup codes outside my phone. i only have access to recovery phone number.
When i'm trying to recover my account it's asking for code sent on my phone number and after that step it keeps asking for backup codes. Since I don't have access to them, it's not allowing me to proceed further with recovery process. I have tried reaching out to google support but it's quite literally useless. My account is more than 15 years old and contains extremely important stuff. I would be really grateful if somebody could guide me in recovering my account.

You say you have ' access to recovery phone number'. If this phone number is different from the cell phone you reset, you should be able to recover the account. https://g.co/recover If not and you've lost the backup codes and have no other 2SV methods available, you're probably out of luck.
