Use a file manager like for an example Total Commander. You could also use Googles own Gallery app, which will only show local files. If you batch delete from one of these two options, then the videos will stay online in Photos cloud. Answer from isonick on reddit.com

So you can’t use ‘Free Up Space’ because you want to keep the photos on device? If it was me I’d connect to a computer where it should be easy to sort by file type and cut and paste all the videos from the /DCIM folder and sub-folders. Everything in that folder should be backed up if you have auto Backup on and it’s complete, so you can probably safely do that using a file manager on the phone, but keeping a computer copy is worthwhile precaution. Videos in other folders may not be backed up, you’d need to check the folder settings under the Backup options. More on reddit.com

The only way is to check your backup status to see that it's complete, check for the items on the Google Photos website to double check, and then swipe up on the video in Google Photos and choose Delete from device.
