I know that’s where your cash back goes as well you can add money to it from your bank to pay friends/family I’m more curious of how to use it to pay onto the Apple Card or if that’s even a feature. Apple Cash is basically a green dot cash card. You can transfer money to and from it from a bank account instantly. You can use the funds for things like paying AppleCard, or sending (receiving) money to (from) someone via iMessage, or even paying via NFC at say a convenience store . It also collects AppleCards Daily Cash.

Yes… as with most cash back cards, your best bet is to always use it to pay down the card balance - if you use it for purchases, you don’t get more cash back on it.
