As long as you don't get reimbursed for the 25 a month license, yes you can do this without issue. The second you get reimbursed, your supposed to get a commercial license.

They seem to be starting to simplify their licensing options on some products, RustRover and Aqua at the moment, but sounds like something they would use for Fleet.
Non-Commercial = Free, but you can't make any money off things you write using it. Commercial use = Seems to be the old "for Organizations"
