I received money today, but when i go to accept it, and i tell it to keep the money in paypal, paypal tells me that i must create a paypal balance account and list me a series of cost for actions i do on the account. This was not like this before, i could send money to friends and received money normally.

I know there is a fee for transferring money OUT of the Paypal balance into my bank account. I live in Singapore so theres always a transaction fee no matter what currency it is.

But if i want to transfer money INTO the Paypal balance, so that i can make an order with just the Paypal Balance, will there be any fees?

I'm thinking about getting the PayPal debit card so that I can use that to pay for my T-Mobile bill (because they are requiring a debit card/bank account in order to continue receiving the auto-pay discount now), but I'm not sure how it works or what a PayPal Balance account is, which is required for the debit card.

Does the debit card not just use whatever money is in your PayPal account? Is a Balance account something separate? Is it basically a second checking account?
