Access dictionaries with d[dict_key] or d.get(dict_key, default) (to provide default value):
jsonResponse=json.loads(decoded_response)
jsonData = jsonResponse["data"]
for item in jsonData:
name = item.get("Name")
campaignID = item.get("CampaignID")

You build the object before encoding it to a JSON string:
import json
data = {}
data['key'] = 'value'
json_data = json.dumps(data)
JSON is a serialization format, textual data representing a structure. It is not, itself, that structure.
You can create the Python dictionary and serialize it to JSON in one line and it's not even ugly.
my_json_string = json.dumps({'key1': val1, 'key2': val2})
Very simple:
import json
data = json.loads('{"one" : "1", "two" : "2", "three" : "3"}')
print(data['two']) # or `print data['two']` in Python 2
For URL or file, use json.load(). For string with .json content, use json.loads().

If you want to iterate over both keys and values of the dictionary, do this:
for key, value in data.items():
print(key, value)
What error is it giving you?
If you do exactly this:
data = json.loads('{"lat":444, "lon":555}')
Then:
data['lat']
SHOULD NOT give you any error at all.
