I have purchased several usbc to magsafe 2 cables and I have modern usbc chargers with power (65W, 100W, etc.) greater than the official 60W charger that comes with my Macbook Pro 2013 (13-inch) but none of them work. It will not damage either - if it's not enough juice, the computer will simply refuse to draw current (you'll see this notification by the power indicator in the menu bar). The voltage on all models is the same, it's just a question of how much current they can source. I haven't tested this exact combo, but what usually happens when you use a lower power adapter with the MacBooks is that it will be enough to run the computer but not charge it. If you turn off the computer, it will slowly charge it. This usually works one "level" down - levels being 45W, 60W, 85W. My 13" Pro (60W) will run on a 45W adapter but won't charge unless I shut it down. Assuming you have a 15" Retina (85W), the 45W adapter may not do anything for you as it might not be enough to run the system. You can try it though, it won't damage anything.
