Partly because it’s two large cities of similar size (Twins) if you add Minneapolis and St Paul, you’re at 728k which is comparable to San Francisco, Seattle, Denver. And there are plenty of other Metro areas where the biggest city makes up a small fraction. San Francisco is 800k out of 4.6 million metro area. City of Detroit accounts for about 600k in its metro area of 4.4 million. DC has 670k in its metro area of 6.4 million. More on reddit.com

What metro areas are bigger than many people know, unless they've been there? (Either by population or sprawl area)
I once heard the story of a guy from Nebraska who went to University of Minnesota. Their family came to drop him. They had thought Minneapolis would be like Omaha or Des Moines and was absolutely surprised how big city it is, and as comparable to Kansas City or St. Louis. He said people from his region see Kansas city or St. Louis as the big city nearby and overlook Minneapolis despite it being the same geographical proximity and a higher metro population than the above two. I think it’s crazy that Minneapolis is only the 46th largest cities (425,096) slightly larger than Tulsa and slightly smaller than Oakland, even tho the twin cities metro is the 16th largest at a population of 3,693,729. I guess it just got trapped by the suburbs. What other metro areas are like this?

City size is meaningless. Look at metro. But yes they should have annexed several more suburbs.
