I am trying to get the best industrial turbine possible. I know the max total size is 17x17x18, but I dont know how tall the rotor can be without limiting too much the vent ammount I can fit.
Does anyone know the right size of the turbine to get the maximum flow possible?

I really can't agree with them being most efficient. The most efficient turbine will always be the one with max rotor length, as efficiency is nothing other than the relation of energy produced to steam intake. I believe the minimum viable in that regard is 11x18x11. Can scale up to 17x18x17 if you really need more vent space. But really, are you generating that much steam? Probably not. EDIT: mistype

I've been watching videos on how to set these up and I have the basic grasp of it, however it seems like I'm not making much power for the effort it takes. What is the best way to generate a lot of steam with a Thermoelectric Boiler? It doesn't seem to produce enough to make the turbines spin much. Is there a most efficient design for both machines?

Using the boiler directly for powering a turbine is pretty much ill advised, you'll be using tons of fuelwood heaters to get any heat up for boiling rate. Best use of the boiler really is as a steam accumulator that you can dump into a turbine if needed. Minimal water volume, maximum steam volume.

Anyone have a good working turbine set up for V9 Mekanism? I have been using BigReactors to make the steam, I cant seem to get the boilers to produce enough steam with out a major amount of power consumption.

If you're trying to use the resistive heater, stop trying. They take slightly more power to produce steam than the power you'll get from that steam with a 28 blade turbine. If you want crazy steam production, set up a Mekanism Fusion reactor. If you want tips on how to build the turbine, I found 11x11 was the smallest I could make the base while still fitting 28 blades.

I'm still testing, but the 11 x 11 is a good one. But sad that there are limit on the height of the Turbine. If you put lot of blades, you're limited for Vent and the power drop quickly. More than the steam, i think the balance between blade and vent are more important. Also, the Cryo Cable don't work sometime with the power output of the Turbine. But i love that you can use the Resistive Heater with the Thermal Evaporation Plant. No need to put it in a desert ou something like that.

... I mean, powah's nitro reactors do 250k rf/t, roughly. Way easier to set up, arguably less costly, and only uses 3x4x3 space (36 blocks), as opposed to your 7x7x15 (735 blocks) reactor. For 1m rf/t, you only need 4 of those, which is 144 blocks, roughly a fifth of the total space used by your reactor. :P
