So I am reading dragon ball and after a long wait I got to this epic moment only to realize what Vegeta actually said. Isn't it supposed to be 9000?? What's the deal with the manga then?

It was only 9,000 within the dub. Within the original manga and Japanese version of the anime. It was changed for the dub for the sake of the lip flaps.

My question is,why is this particular dialogue so famous and well-known,compared to other DBZ dialogues?You could say its(arguably) DBZ's most famous dialogue,but what makes it so?

It's mostly because of the weird emphasis put on the words during the line, it feels extremely forced and hilarious as a result. Same reason why people always mention "I should have been the one to fill your dark soul with LIIIIIGHT" when it comes to DMC1.

Goku abusing KK to reach Vegeta's 18.000 power level is a main plot point of the battle and would be pointless if Goku's pw was "Over 9000" as he would overpower Vegeta just starting the duel without the body and stamina stress.

In the original Japanese and English-translated mangas as well as the original Japanese anime series, Goku's power level is actually read as "over 8000!" (8000以上だ…! Hassen ijō da…!)."

In most versions of the scene dubbed in other languages, Vegeta actually says "It's over 8000!". However, even in the Remastered Uncut Funimation English dub, Vegeta still says "It's over 9000!", now performed by Christopher Sabat. This change was made due to inconsistencies with the dubbing process; the production team claimed that "9000" fit the mouth flaps of the animation better.

So it's originally 8000, but it was dubbed as 9000 to fit the mouth flaps.
