If you want something more modern/vanila+, the only one I can recommend is Inquisitive. It's a Synitra Connector pack, meaning it uses both Forge and Fabric. Pretty chill pack to adventure in, or just build. Great use of YUNGs Better Structures with End Remastered. Not much tech or magic. Other than that, I can only recommend older packs (but they are classics for a reason): Blightfall: imo the best pack out there. It uses a premade map, where the world is covered in taint from the start, and your goal is to purify everything. It's not the most laid back, given that the world is hostile from the get go. This pack even has a bit of a story. Very Thaumcraft focused, and this recommendation is coming from the world's only Thaumcraft hater. TolkienCraft 2: another premade map pack. This one starts you off in a huge MMO-style city, with tons of NPCs giving out quests. There's a king, a court of royal mages, a mail system, a market, sewers that lead all around under the town... And there is also a dimension that is a 1-1 scale model of Middle Earth, but I think that part kinda sucks (do you want to ACTUALLY spend as much time walking through empty wilderness as Frodo does?) are you completely and utterly new, and want to learn modded? try ftb university do you want a kitchen sink type pack with a bunch of mods to play around with, and some quests for guidance? try enigmatica , craftoria , or all the mods . enigmatica is more tame, craftoria has nice textures, and all the mods is exactly what it sounds like. do you want something significantly more focused in playstyle? then say what you desire because there's so many options i can't just list a few

I don't have a lot of experience with modpacks but me and my friend were deciding on either getting a minecraft modpack or playing vintage story. We ended up playing vintage story because it was just a simpler choice and unfortunately it didn't pique my interest. The reason we didn't go with a minecraft modpack originally was because we couldn't really choose any.

I'm not really a fan of grinding things in the context of 'okay, go get this ridiculous amount of one particular thing that takes hours to obtain after trekking for an hour across the world in the first place' just to move onto the next thing which is more or less the same. I prefer more cohesive progression systems where you spend some time on one thing, then that progresses you further towards the endgame without the entire game being about getting stuck in a slog in your entire playthrough.

Balanced cohesive progression (questing?) and ultimately having an 'endgame' is pretty necessary here. I don't really mind the genre so long as we have a goal to reach along the way. Though one exception is packs who's primary focus is just 'factory' gameplay.

Enigmatica 2 Expert, Meatballcraft, Blightfall, Stoneblock and Terrafirmacraft, for the classic experience. Create Above and Beyond in New for more recent versions. Though there's also a sizeable amount of Beta restoration modpacks for newer versions. A favorite of mine is Raspberry Flavored but is a niche pack mostly geared towards builders.
