Are you supposed to get a vehicle registration card in PA? Perhaps on renewal of registration, but I'm still on my first vehicle registration, and all i remember is going to the DMV the first time, going to a notary of some sort, and passing an emissions test.
Like, if you get pulled over, and an officer asks for registration(in addition to proof of insurance and license which i have), can you just point to one of the stickers on your dash board, the one that doesn't say emissions as proof of registration?

You're supposed to have a printed paper card with registration info. You get a new one from the PennDOT website whenever you renew, and you can request duplicate/replacement copies from there as well. Make sure you sign the cards on the line - once had a cop remind me that it's required to be signed.
