Make sure you activate it. Usually have a process where you have to add your zipcode to it to activate it in USA.
Also noticed prepaids will charge a $1 to check funds on SE regardless of amount so you cant use the full amount.

March 10, 2016i'm trying to buy a $90 steam game with $100 "the perfect gift" visa card, but it won't accept for no reason. (paypal and steam gift card won't work either)
If you can't add an address to the card (some allow it, some don't) then Steam's anti fraud checks will reject the transaction. You can try again later, since these seem to be spot checks done at random rather than always with specific cards, but there's no guarantee the fail hasn't flagged it to be always checked. Workaround is to use the card to add Steam Wallet funds or PayPal balance, since that apparently doesn't get the same checks, then make the purchase using your Steam Wallet/PayPal balance. Bit more of a faff, but if you can't associate an address with the card, that's what needs doing. More on reddit.com
