You can't compare it to the previous month, you have to compare it to the same month last year. They've compared it to the previous month this year and it appears they also compared it to the entirety of last year but not March of last year. Player counts change over the year as the weather changes. Some people actually do touch grass. The article isn't well written, from what I've seen. I can't view the entire article because the site is using too much of my computer resources and Chrome keeps wanting to close it, so maybe the information is there and I just didn't see it.
