Asus Motherboard stuck at Q-Code 23 when booting, even after clearing CMOS several times

I've got a Crosshair VII wifi, have had it for a few years now. Always worked fine.
Last week i upgraded from a 3700X to a 5800X3D (i flashed the most recent bios, 5102, a few weeks before that), which worked fine for about a week. Suddenly, this morning, the system wouldn't boot, giving me code 23 on the Q-led.
I took off the power, let it drain, then turned it back on and worked again.
However, the bios did complain about not being able to apply OC settings (despite me only having set a -0.1v offset undervolt, which worked fine for a week), so i set it to -0.075 just to be safe.
I'm finding conflicting messages about what the actual meaning of code 23 is, and no official documentation. Most worryingly i find a few comments about it meaning possible cpu damage (pins), but that doesn't really make sense as the system is otherwise perfectly stable under any load (though that's me also being hopeful).
Does anyone know what code 23 means, or has access to the full documentation about q-codes? I have no idea where to start troubleshooting this.

Q-code 23 means 'general error', usually pertaining to an electrical contact. Reseating (and checking) RAM or the CPU may be necessary, but it can also be a BIOS error or an overclock/undervolt problem necessitating a BIOS reset. Sadly there's no way to specify it further according to them.

Hi All,
Running into something really strange. Upgraded my z690 formula from a 12900k to 13900k yesterday and a Asus 4090 strix. All went well, xmp on, AI overclock on, no issues taking just fine. Was messing with the GPU overclock and crashed, no big deal went to reset the Pc. Upon booting I am getting error code 23 - memory detect. I have tried the following.. memory is gskill ddr5 c36 6000 (had no issues ever with it at this speed)
Also, my boot drive is no longer showing up. I have 2 nvme’s but only my game drive one shows up now

reset cmos, this gets me into bios, when I try to set xmp I get the same 23 error code.

try different ram slots, same error

swap to 12900k same error
It’s so strange, I took out the gpu so only using igpu for now but still no boot drive showing and error code 23 memory detect whenever I try xmp
I have been troubleshooting for hours on end with no luck. I ordered a new mobo but wanted to see if anyone else had ideas
