I don't have an iOS device on me to check but that looks like the generic browser settings not the Chrome specific settings. How did you get that menu? By clicking the 3 dots in Chrome or from the phone settings menu? More on reddit.com

Nonetheless, this appears to be an issue related to cookies. It seems you have already made sure that the Clear cookies and site data when you close all windows setting in chrome://settings/cookies is disabled, but also see the Always clear cookies when windows are closed list (further down on the same page). For testing purposes, you might also add [*.]``twitch.``tv to the Sites that can always use cookies list. More on reddit.com
