You don't have to register your domain under a specific country if it's a regular TLD domain like .com, so go ahead and register it. The contact information is just contact information, the domain isn't registered to a specific region, it's registered with ICANN globally. You can put whatever country or address you want. Also a lot of registrars will automatically or optionally hide the contact info and put their generic email and address (which forwards to you if you need it). There are country based TLDs like .co.jp for Japan, .us for United States, or .is for Iceland. These might have their own specific requirements to register, like proving you are a citizen or have an address in that country. You'll have to figure out the requirements since they vary by country or region. More on reddit.com

What exactly are you trying to protect from? You should be aware that independently of where you buy the domain, the registry of your domain's TLD may be in another country. For example, the .com and .net registries are managed by Verisign, a US company, regardless of which registrar you use. The registrar just adds your domain to the registry on your behalf. All accredited registrars are also subject to ICANN rules, which e.g. state that the registrar needs to run basic verification of the contact information you provide. Also, "proximity of fiber cables" does not matter at all. Authoritative DNS servers for your domain can run anywhere (and good DNS providers have many points of presence around the world). for your own startup? as namegulf said, its easier to get generic words/short words as most of them are not taken. dot to can give you pretty interesting combos (most likely taken) such as go dot to, or run dot to. if your business can leverage the "to" as part of your domain name, it can be recognizable and memorable. in fact people will be amazed at how "smart" it is. i would however ask that you consider taking up a domain with your company's name instead. brand names have more power than generic word domains. you do want people to remember your business name more than your domain name. TLDs are a fad anywhere. interesting to have but ultimately people dont give a damn as long as your products and services are good. dont overspend on domains/renewals. its better to put em into marketing/seo

In theory, any fully qualified domain name is supposed to end with a . - this is in the original RFC but ignored for practical reasons. You could also set a server to point at a TLD, but this isn't typically done.
So to do this, you'd need to own your own TLD - Its plausible but unlikely - icann lets organisations run such TLDs but you'd need to prove that you are capable of running a registar, and some other requirements. "I want a cool 2 letter tld" is not a good reason . Alternately you'd need a ccTLD, and control the root of that, either by being the official registar, or perhaps by overthrowing the current government without causing international incidents.
So, a two letter domain at a dot at the end is plausible but its unlikely an individual can have it.
However feel free to end your own domain with a dot, and amuse and astound your friends.

My very private opinion :
This is not a domain, but a glitch in the DNS records of a hosting company. In other words - a bug that has gone unobserved, until the poster happened (probably) to mistype an HTTP address.
This DNS seems to point to an empty website using IIS, probably never used and so this DNS error was never discovered.
I have not found any way of informing this company of their DNS error, except perhaps by letter or phone call (which I have no intention of doing).
