Good question! I think you might be confused here because this isn't the normal way this process works.

Generally speaking, an agent secures foreign rights when they are selling the work (or at least an option for foreign rights) in certain countries that it sees as being beneficial.

This will seem like a stupid question, but what end result are you looking for? Generally a publishing house who wants a translation will have their own group of E > S translators to use for such circumstances, so even if the book gets sent as a PDF to the Spanish publisher and they love it, you may not hear from them again. And that could be because they don't like the book, or like it and it takes 2 years to make it into the pipeline, or because they like it and are busy translating it, or something of the sort.

I'm not sure if this helps at all, but really the situation in itself isn't the most normal flow of business, so it makes sense that you feel you are getting hung up at different spots and things feel strange. They are a bit strange, not because what you're trying to do is wrong in any way, but just because that's just not generally how that process works.
