I would nix the grass there entirely. It's shady :) Where are you specifically? Zone 7 just tells us how cold it gets. I'm guessing you're in the Southeast. Is the tree shading the area deciduous or evergreen? Very cute house that you can complement well with a small scale shade garden. Build your retaining wall. You're instincts are right with the azaleas, hosta, and astilbe! Maybe plant one rhody, but you don't want to plant anything that gets bigger than about 5x5. Make a defined path to the side/backyard wide enough to roll a trash can. Maybe edge the path in a the same or similar material to the wall and/or your front walk. If the tree shading this is deciduous, plant A LOT of daffodils in clumps throughout. Maybe mix up a few varieties that bloom at different times (but keep each clump as one variety). So yeah, not a lot of room to work with, so every detail has a big impact on the look and feel. I’m just looking for some ideas/improvements. For example, can I put something around the tree (like stones) to make it look nicer? Plant Any specific flowers types? I don’t like those evergreen bushes, so would be happy to change those as well.

Hydrangea would look great in place of that larger evergreen on the left. Part of what looks off about the front landscaping you have is that the plants furthes back are the smallest. Id transplant the smaller boxwoods along the arc of the paver walk and put taller plants suitable for your climate zone along the house. 2 large hydrangea at the house and a wiegela or coral bell where the larger evergreen is could be an option. With how the pavers wrap around most of the tree, I wouldn't recommend a tree ring. If you put a narrow bed lining the arc of the paver walk for the small boxwood, you could have another small flowering plant or two in front of the tree and it would look pretty cohesive
