Why don't you run a disconnected WSUS Server in your disconnected network and transfer from the Online WSUS server to the Offline WSUS server? This will capture all the updates as if the system was online and allow you to use Windows as a Service (WaaS) to upgrade your systems.
Otherwise, you'll have to download the media creation tool on your online network, run it and tell it to make the ISO file, transfer that ISO file to your offline network, and upgrade each system that way.

ok, that's what I get, however, you can't directly download the iso from there, you can just download a media creation tool which needs admin accounts to be able to do anything further.
Issue here is : we don't have any equipment where we have admin rights AND access to Internet. This is why I just want to download the ISO.
So previously, you could trick you browser saying you were on another system (Blackberry, whatever else) and Microsoft would redirect you to the direct download of the ISO. (Looks like it actually work again, I may have missed something last time).
So for W10 it's solved, but do we have the same for W 2019?

Before the windows 10 update server goes away, will there be a away to download all the necessary windows 10 patches and updates for offline use (for my machine?)
My laptops factory reset disk / image has a fairly old version of windows 10 and while I can see and upgrade tool to bring it up to 22H2, I'm worried about the in between KB updates and packages (unless the upgrade ISO is refreshed regularly with all needed patches).
For 2 years now I have driver Problems. This peaked a few weeks ago, when my lan driver stopped working. And manually installing it fails. I want to try update Windows (I didn't for a year, because I haven't used it). I hope it will resolve the issue and fix my lan driver with the update, or atheist fix the manual installation.
Yes, there are several ways this can be done. One of them is to simply use the Media Creation tool. That should provide the option to update on that machine if you plugin said Media.
Do a Repair Install of Windows 10 with an In-place Upgrade.
Download the latest ISO from Microsoft's page for Download Windows 10, then do the In-place Upgrade by executing the Setup executable from the ISO.
